The International Telecommunication Union is inviting applications for a Resource Mobilization and Partnerships Consultant (Remote) to support its Telecommunication Development Sector.

About ITU

The International Telecommunication Union is the United Nations agency responsible for advancing information and communication technologies globally. Its core functions include:

  • Expanding communication infrastructure in developing regions
  • Establishing international connectivity standards
  • Convening global stakeholders in the telecommunications sector

Role Overview

The consultant will work within ITU’s Telecommunication Development Bureau, supporting regional initiatives focused on Pacific Small Island Developing States (PSIDS).

The role centers on:

  • Identifying funding opportunities
  • Strengthening strategic partnerships
  • Supporting resource mobilization strategies
  • Accelerating digital transformation initiatives

Organizational Context

The Telecommunication Development Bureau is responsible for advancing global ICT development through:

  • Policy development and strategic planning
  • Technical cooperation and project implementation
  • Promoting equitable access to digital technologies

The consultant will collaborate closely with regional teams, particularly within the Asia-Pacific region, aligning projects with global development priorities and the Sustainable Development Goals.

Key Responsibilities

Research and Analysis

  • Identify funding opportunities aligned with ITU priorities
  • Analyze donor trends and financing mechanisms

Resource Mobilization Strategy

  • Support the development of fundable project concepts
  • Contribute to strategic planning and execution

Partnership Development

  • Engage stakeholders across governments, private sector, and development agencies
  • Map funding ecosystems and partnership opportunities

Proposal Development

  • Draft concept notes, funding proposals, and partnership briefs

Stakeholder Engagement

  • Facilitate consultations and regional dialogues
  • Build relationships to drive collaboration and investment

Coordination and Reporting

  • Work with ITU regional teams
  • Provide progress updates and reports

Key Deliverables

  • Monthly progress reports
  • Resource mobilization strategy and execution plan
  • Donor and funding tracking system
  • Developed proposals and concept notes
  • Final consultancy report

Required Competencies

Candidates should demonstrate:

  • Strong analytical and research skills
  • Experience in resource mobilization and partnerships
  • Ability to develop high-quality funding proposals
  • Strong stakeholder engagement skills
  • Effective communication and facilitation abilities
  • Proficiency with digital collaboration tools

Qualifications and Experience

Education

  • Degree in telecommunications, ICT, business administration, economics, or social sciences
  • Advanced degree is an advantage

Experience

  • Minimum of 7 years of relevant experience
  • Background in project management, partnerships, or resource mobilization
  • Experience in the ICT sector or Pacific region is an asset
  • Familiarity with the UN system is desirable

Languages

  • Advanced proficiency in English
  • Knowledge of another UN language is an advantage

Contract Details

  • Contract Type: Consultant
  • Location: Remote (home-based)
  • Duration: Immediate start until June 30, 2025
  • Compensation: USD 230 per working day
